Varieties of old-age income protection systems focusing on precarious workers

Abstract
This study aims to identify the varieties of income protection systems for precarious workers in the context of increasing precariousness in the labour market and changing pension systems towards decreasing state¡¯s role and increasing individual responsibility for the income security in later life. Using fuzzy-set ideal type analysis, this study qualitatively examines the income protection systems with indicators which affect the income protection of precarious workers. In this study, the income protection system consists of two sub systems; basic security systems and income security systems. Each systems are evaluated by universality and adequacy. The type of whole income protection system is determined by a configuration of two sub systems. As a result, it turns out there are three types of income protection systems for precarious workers. The first type can achieve an income security of precarious workers by one of two systems and the other systems can function as a top-up. The second type can achieve the income security only if all the two sub systems function well. The last type is hard to achieve the income security even if the two systems function because either universality or adequacy would be fully achieved in this type of income protection systems.
